ART. 1 ORGANIZATION
The US SAMAGOR Club announces and organizes an INTERNATIONAL tournament called :
"Italy World Games", in collaboration with the Company Paris World Games, which will take place from 19/05/2023 to 21/05/2023 in the sports facilities: I. CECCARELLI - P. zza Col di Lana snc - Latina; Pineta dei Liberti Via delle Pinete 140, Marina di Ardea; Campo Sportivo Ex Fulgorcavi Strada Santa Maria 8 Latina; Stadio Francioni P.le Prampolini 1 Latina; Campo Sportivo Borgo Podgora Via Galileo Galilei 34 Podgora Latina.
ART. 2 CONDITIONS OF PARTICIPATION
In order to fulfill the participation requirements, each player must present a FIGC card of the current season or of a foreign federation.
If the above-mentioned documents are not presented, the player must present a valid medical certificate of fitness for sport (less than 18 months), an official identity document as well as a parental authorization for minors (or a visa for non-EU countries). In case of absence, the player(s) will not be allowed to participate in the match.
It is understood that a player may participate in only one edition of the Italy World Games for a maximum of one team (unless an extraordinary and written decision is made by the organization). Players who are currently serving a suspension from their federation for 3 months/6 games or more cannot participate in the Italy World Games.
ART. 3 PARTICIPATION CATEGORY AND AGE LIMITS
The tournament is reserved for players in the under-10 category born between 01/01/2013 and 31/12/2014.
ART. 4 VISUAL CONTROL OF PLAYERS AND EXEMPTIONS
The central referee or a member of the organization will carry out a visual control of the 2 participating teams before the first match on Friday and Sunday by asking for the supporting documents mentioned in the "CONDITIONS OF PARTICIPATION". An annex "reserves" will be available at the officials' table in case of complaint before, during or after the game. No age derogation is allowed except by extraordinary decision of the organizing committee. A player who does not present the above-mentioned supporting documents or who refuses to undergo a visual check of identity and equipment will be refused access to the field of play.
Please note that for legal reasons, this check will only be done in the presence of a tournament official and the coach concerned. Under no circumstances may a representative of another club request to be present during this check.
ART. 5 EQUIPMENT
The clubs are required to play their official matches in the colors identified on the official website of the World Games of Italy. The team members must be uniformly dressed in the colors of their respective club: shirts, shorts and socks. The numbers must correspond to those on the game sheet.
Goalkeepers must wear bright colors, different from those of their teammates, opponents or referees.
If a player does not wear the same colors as the other players on his team, he will be denied access to the field.
In the event that two clubs wear similar or mixed colors together, the first club mentioned in the match announcement is obliged to take jerseys or shirts of a different color than the opponent.
Shin guards must be worn by all players.
Substitutes must be differentiated from the starters by wearing a different color jersey than the starters.
ART. 6 LOANS
3 loans are authorized in accordance with the provisions of the C.U. n° 1 FIGC - SGS point 2.6 matches and trials for young players page 24. The loans are not interchangeable and are valid for the whole duration of the tournament, subject to the presentation of a regular authorization delivered by the club of membership, which may not be part of the participants of the tournament.
ART. 7 LIST OF PLAYERS
Participating clubs must submit to the tournament organizer, prior to the start of the tournament, a list of the players they intend to use during the tournament.
No changes may be made to these lists after they have been submitted.
The list to be presented to the referee before the match must indicate a maximum of 18 players.
ART. 8 SUBSTITUTIONS
Substitutions are made on the fly without interrupting the game.
The incoming player must wait for the player he is replacing to leave the field of play on the halfway line before he can enter the game.
All players on the roster must play at least one half of the day.
ART. 9 TOURNAMENT FORMAT
2 groups of 5 teams; at the end of the groups, the first and the second ranked of the first group will play respectively with the second and the first ranked of the other group while the third and the fourth ranked of the first group will play respectively with the fourth and the third ranked of the other group; finally, the fifth ranked will play against each other The winners of the match between the first and second ranked teams will play the final for 1st and 2nd places while the losers will play the final for 3rd and 4th places; the winners of the third and fourth ranked teams of the round will play the final for 5th and 6th places while the losers will play the final for 7th and 8th places; the winner of the challenge between the two fifth ranked teams will be the ninth ranked team.
ART. 10 RANKING
The rankings will be established according to the following criteria:
3 points for a win - 1 point for a draw - 0 point for a loss in case of a tie, the criteria listed in order will apply:
1/ Direct match
2/ best difference between the number of goals scored and the number of goals conceded in all the matches of the group
3/ highest number of goals scored in all group matches
4/ the lowest number of cards (administrative sanctions) received in all the matches of the group
5/ the winner of a 3 penalty shoot-out.
ART. 11 SCHEDULE AND PROGRESS OF THE MATCHES
The matches will be played in 2 (TWO) halves of 15 MINUTES each.
The matches will be played in 7>7 on small fields with small goals and the use of n°4 balls.
ART. 12 PENALTY KICKS
In case of a tie at the end of regulation time, three penalty kicks will be taken for each team until a winner is declared.
ART. 13 OVERTIME
ARE NOT FORESEEN.
ART. 14 REFEREES
The matches will be refereed by OPES referees provided by the tournament organization.
ART. 15 TOURNAMENT DISCIPLINE
A tournament committee will be set up and will be responsible for any dispute, protest, complaint or unforeseen circumstance.
The committee will be composed of the following persons:

The committee shall not accept protests or complaints regarding decisions made by the referees.
The committee shall report to the appropriate national or international federation to take such action as it deems appropriate against any player or member of the participating delegations guilty of unsportsmanlike conduct during the tournament.
ART. 16 TOURNAMENT DISCIPLINE
The discipline of the tournament is entrusted to the sports judge or substitute of the concerned commission.
ART. 17 SANCTIONS
Article 45 paragraph 2 of the Code of Sports Justice does not provide for automatic sanctions for the Pulcini category, which will therefore be subject to the measures of the sports judge.
The Disciplinary Committee may adopt individual sanctions on the basis of a report from the officials or the clubs. This report is automatically included in the referees' report and can be introduced by the clubs by e-mail to info@italyworldgames.com.
Yellow cards are cancelled after each match.
ARTICLE 18 COMPLAINTS
Complaints must be lodged within 30 minutes after the end of the match, accompanied by the fee of 50,00 Euro; a copy of the complaint must be given to the opposing party within the 30 minutes time limit.
ART. 19 ABSENCE OF A TEAM AT KICK-OFF
In case of absence of one of the teams at the time of the kick-off, the victory will be attributed by default to the team present on the field with a score of 3 goals for and 0 against. In case of absence of both teams, the match will be given lost in favor of both teams (3 goals against 0 for).
The penalized team can turn to the Tournament Rules and Regulations Commission in case of a dispute on info@italyworldgames.com.
ART. 20 AWARDS
Each participant receives a medal and each team a cup.
ART. 21 INSURANCE
It is the responsibility of each participating club to ensure that its players are covered by insurance. The tournament organizers are responsible for the regularity of the insurance coverage.
ART. 22 I.F.A.B.
The matches will be played according to the rules of the INTERNATIONAL FOOTBALL ASSOCIATIONS BOARD (IFAB) edition in force.
ART. 23 GENERAL RULES
In all matters not provided for in these regulations, the provisions of the federal regulations shall apply, insofar as they are compatible, as well as those of the Official Notice No. 1 of the YOUTH AND SCHOOL SECTOR for the current sports season.
